Main Responsibilities 

This newly established role will act as a Subject Matter Expert in Sanctions for Financial Crime Prevention, supporting our drive to deliver continuous improvements and strategic changes to the Bank’s Sanctions controls, and ultimately the broader Sanctions framework. 
This is a technical role which will act as the link between our operational Sanctions & Screening team and various internal functions across HBUK and Group to ensure that relevant Sanctions enhancements are assessed and implemented in the most effective and operationally efficient way. This key role will report to the Head of Sanctions & Screening but will also work closely with the Chief Financial Crime Prevention Officer as this represents a key component to strengthening the Bank’s financial crime risk management capabilities. 

Key Responsibilities
  • Act as the technical lead for all Sanctions related matters, including leading the work to incorporate enhanced Due Diligence measures designed to identify Sanctions risk, system and process changes and implementing continuous improvement measures to strengthen the overall Sanctions control framework
  • Support the Chief Financial Crime Prevention Officer with identifying and implementing tactical and strategic change initiatives as required.
  • Provide technical training to the BAU operations teams across UKX as required.
  • On occasion, review and provide SME guidance on complex cases relating to internal Sanctions investigations, supporting the UKXO-S management team in delivering rationalised decisions.
  • Represent Financial Crime Prevention (UKX) in Bank-wide Change Projects as required to ensure that Sanctions impacts are identified, and requirements are captured
  • Review internal and external intelligence to assess Sanctions system risk and typology coverage
  • Conduct reviews of Sanctions system performance and coverage in conjunction with UK Data Systems & Analytics and Group stakeholders, including gap analysis to the Bank’s Policy and Standards requirements
  • Act as a link between UKXO-S, UK/Group functions and other operational teams to ensure proposed changes satisfy operational requirements, with impacts to operational processes identified and addressed.
  • Provide broader support to key stakeholders as required, including the Head of Sanctions & Screening and Chief Financial Crime Prevention Officer.
  • Operate in line with the Bank's Risk Management framework (including sub-frameworks) and relevant risk and compliance policies and procedures, ensuring appropriate and timely escalation of any concerns to their line manager.

  • Sanctions subject matter expert with at least 3-5 years experience essential
  • Financial crime management experience, with a demonstrable understanding of how key financial crime controls should interact.
  • Strong knowledge of Sanctions systems and Regulatory requirements
  • Process improvement experience preferred
  • Knowledge of the Bank’s financial crime prevention framework preferable
  • Strong stakeholder management skills, with an ability to influence at all levels
