Main Responsibilities 

The Portfolio Insights and Technical Manager is accountable for the design, delivery, and continuous improvement of Portfolio data and tooling administration, to enable high-quality insights across the Portfolio. The role ensures the Portfolio is equipped with timely, trusted, and actionable information to support effective governance, strategic investment decisions, and overall Portfolio performance.

Working in partnership with the Portfolio Governance Reporting and Tooling Lead, this role supports and manages the underlying Portfolio tooling infrastructure and insights - including dashboards, data structures, and tooling administration/configuration - playing a critical role in strengthening financial, delivery, resource, and outcome management across the Portfolio.

•    Leads Portfolio Insights, Shapes, delivers and continuously improves the Portfolio insights, ensuring consistent visibility across financials, delivery, risks, resourcing, and outcomes.

•    Drives Portfolio tooling, Configures and administers the Portfolio tooling and data structures - including system administration, upgrades, licensing, support, and vendor relationships.

•    Strengthens Portfolio Data Architecture and Data Governance, Maintains and evolves Portfolio data models, reporting standards, and governance practices to ensure accuracy, consistency, and traceability of information.

•    Delivers Data and Tooling Technical Backlog, delivering tooling and reporting capabilities and enhancements to align with strategic priorities with measurable value.

•    Enables Executive-Level Insights, Produce clear, concise dashboards and insights to enable governance reporting forums, surfacing critical risks, trends, and performance signals. Translate complex data into strategic narratives that support foresight, alignment, and timely executive action.

•    Enables End-to-End Reporting, Establish and lead on the design and operationalisation of data structures and insight generation to enable governance reporting.

•    Enable Data-Driven Decision-Making, Support governance reporting creation at all levels with trusted, relevant insights across delivery, finance, resources, and outcomes.

•    Drive Reporting Efficiency and Automation, Streamline processes, reduce manual effort, and embed automation to improve reporting agility, integrity, and usability.

•    Influence Portfolio Management Insight Strategy, Proactively engage with senior leaders to shape how Portfolio information informs investment, prioritisation, and trade-off decisions - ensuring insight is positioned as a strategic asset in planning.

•    Lead Cross-Functional Collaboration to Uplift Data Maturity, collaborate across delivery, finance, and risk teams to uplift the maturity of Portfolio data management - embedding shared accountability, improving transparency, and enabling scalable reporting solutions.

The role holder will have extensive experience in Portfolio data, tooling, analytics and visualisations, with a proven track record of embedding data-led decision-making within complex environments. 

They will have deep expertise in developing strategic visualisations, optimising reporting frameworks, and ensuring insights translate into meaningful Portfolio actions. With strong senior stakeholder engagement skills, they will drive the evolution of Portfolio insights to support executive priorities.

•    Expertise in turning complex data into compelling narratives and visualisations that drive clear decision-making and alignment with business goals

•    Experience within a Portfolio Management Office (PMO) environment driving insights.

•    Advanced skills in data visualisations (Power BI) and data structures, combined with solid understanding of Portfolio management tooling.

•    Professional certification and experience across both Waterfall and Agile methodologies and the ways in which finance and resource management may vary across the two.

•    Strong ability to align the Portfolio with the broader business strategy, ensuring projects deliver maximum strategic value

•    Ability to work independently, take initiative, solve problems, and take decisions.

•    Ability to see the bigger picture and anticipate future needs or risks, guiding the Portfolio in a direction that supports long-term organisation success.

•    Team Player. Enjoys collaborating with, learning from, and guiding others.

•    Problem-solving abilities and a results-oriented mindset, identifying issues and driving resolutions to conclusion with minimal management support

•    Proven track record of influencing senior executives and facilitating alignment across complex, multi-stakeholder environments

•    Skilled in managing time effectively, prioritising tasks and meeting deadlines

•    Ability to work well under pressure

•    Proactive, forward looking, flexible attitude with the ability to challenge constructively

•    Attention to detail and an organised approach to work

•    Excellent verbal and written communication skills with the ability to analyse, and present complex issues clearly, in order to influence stakeholders at all levels

•    Experienced user of enterprise Portfolio management tools, JIRA, Confluence, Teams, SharePoint, Excel and Power Point.

•    Strong understanding of Change risk, governance and controls in a regulated environment
