Job Introduction
Handelsbanken plc was formed in Dec 2018, following Handelsbanken AB’s decision to seek a UK banking licence, and become regulated by the FCA and PRA. The Bank decided to merge the Procurement & Supplier Management role in 2022 and created one role which was accountable throughout the Supplier Lifecycle. To support the new structure, the Supply Chain Services departments have created an additional six roles to support with Governance, Outsourcing & Third Party Risk and will sit within the UK Opearations.
The Outsourcing Manager is a strategic role that is responsible for managing the material outsourcing services and monitoring third party risk in accordance to the regulatory requirement and policy. This will include ensuring agreements, SLA's and other processes are in place to manage material outsourcing services against respective regulatory requirements. The role will also include reviewing and analysing documentation, preparation of reports, development of MI and providing support on the assessment of new third party services.
The role will report to the Outsourcing & Third Party Risk Manager and will be part of the Supply Chain Services team. You will work closely with internal stakeholders such as Compliance, Risk, Legal, Privacy, and Technology.
Main Responsibility
- Supports the ongoing development of the Procurement & Supplier Management framework with a focus on regulatory guidelines for Outsourcing and Third Party Risk Management.
- Provide the Outsourcing & Third Party Risk Manager with timely and relevant information on all areas of responsibility including regular reports on demonstrating compliance on managing material outsourcing services and on key performance indicators.
- Work with IT stakeholders and provide oversight over the design and enhancement of the Group intra-group service agreement between Handelsbanken plc and Handelsbanken AB,
- Ability to develop and enchance Key Performance Indicators (KPI’s).
- Developing and maintaining the Outsourcing and Third-Party register, in alignment with regulatory requirements (PRA, FCA & EBA)
- Ensure that risks associated with Third Party relationships, before and after entering into contracts, are sufficiently identified, assessed, monitored and controlled.
- Provide training, as appropriate, to business partners on Outsourcing & Third Party Risk Management framework, policies, standards, processes, procedures and alignment with Global procurement processes
- Work collaboratively within the Supply Chain Services team to drive process improvements. Sharing best practise within the team, ways of working, improvements of frameworks and processes to manage suppliers for performance, risk and value
- Actively manage and monitor adherence to procurement & supplier management process, governance and policy to ensure compliance against regulatory requirements for Outsourcing & Third Party Risk Management. Produce regular MI for the business stakeholders, Risk Management and Board Risk Committees.
- Actively promotes and ensures adherence to the Bank's Risk Management framework (including sub-frameworks) and relevant risk and compliance policies and procedures, ensuring timely and appropriate escalation of concerns to relevant senior stakeholders.
The Ideal Candidate
- Extensive knowledge and understanding of Outsourcing, Intra Group, Third Party Risk including EBA Outsourcing, PRA SS2/21 and other regulatory equivalents.
- Experience in managing third parties, developing Service Level Agreements (SLA) aligned with regulatory guidelines (ideally banking) and industry best practices
- Experience in managing the day to day running of outsourced services
- Strong organisation skills with ability to multitask and prioritise
- Excellent communication and presentation skills and proven ability to effectively interact with team members, clients and peers, earning their trust and establishing credibility
- Excellent verbal communication skills, with experience presenting at C-Level
- Ability to understand complex problems and focus on the critical issues, providing solution recommendations
- Extensive category management, contract management and supplier management experience gained across a broad range of indirect categories.
- Being a self-starter with the ability and willingness to work on own initiative and learn is essential.
- Minimum of 5 years focused expertise in Third Party Risk and managing Outsourcing Services.
